Information on Dangerous Lame Duck House Bills

There are many potential bills coming to the Lame Duck session in the State which begins this week December 3-5. There will be two more additional sessions in December, including December 10-12, and December 18 and 19. *This means we, as constituents, must remain vigilant this December despite the urge to be happily distracted with President Trump's win this past November. ***Michigan is in danger for some problematic laws to be passed before December 20***
We will list these dangerous potential bills for you quickly here at the top. If you would like to take a deeper dive, there is more information below. [Not all bills have "HB numbers" yet, which does not make them a less-likely probability, given the ramming through of processes in the middle of the night which we've all become too familiar with in recent years.]
In a nutshell, the most egregious bills up for review are:

Homeschool Registration---Due to truancy laws, the state already knows which kids are in public/private schools and which kids are homeschooled. However, this would give the state government information on homeschooled children such as whether or not they are going to the doctor and what type of medical treatments they are getting or have received or have not received. *It is a violation of privacy and parental rights.

HB 6068: Mandatory Sex Education Reform---Mandatory curriculum for all schools which removes the teaching of abstinence as a way to prevent pregnancy, includes information on all types of abortion including the abortion pill as well as teaches minors how to obtain an abortion, and forces teaching on gender orientation and gender expression.

HB 4156 and 4440: National Popular Vote Interstate Compact---This Bill was pulled temporarily. *It may be coming back. *If it does, it's a way to circumvent the constitutional requirement of the electoral college by having the states with the most electoral votes passing these individually as an "interstate" coalition.

Michigan Voter Rights Act---Changes our election systems to Ranked Choice Voting. It also creates a lawfare mechanism similar to the National Voting Rights Act.  It would empower law firms and public interest non-profit law firms to sue local governments on crackpot legal theories and more.

*Drive SAFE Act---This gives state-issued drivers licenses to illegals which makes it easier for illegals to "vote" in our elections. (Senate Bills 265, 266, 267/HB's 4410, 4411, 4412)

More Gun Reform---Cancels concealed carry permits, creates a gun buy-back program, cancels bump stocks and ghost guns.

Mandatory Sex Education Reform

* Drive SAFE Act. 
This act removes the need for proof of citizenship to obtain a driver's license.  The bill package (see below) also prevents the SOS from selling or otherwise furnishing the list of those persons obtaining the special non-citizen driver's licenses to anyone - including federal authorities, so that the feds cannot use it as an easy way to crack down on illegal immigration.

Senate Bill 266 - Michigan State Senator Santana (D), 2nd Senate District 
Senate Bill 267 - Michigan State Senator Chang (D), 3rd Senate District 
House Bill 4410 - Michigan State Representative Aiyash (D), 9th House District 
House Bill 4411 - Michigan State Representative Hood (D), 81st House District 
House Bill 4412 - Michigan State Representative Carter (D), 1st House District 
* National Popular Vote - HB 4156 & 4440. 
This one is much more familiar. NPV, once it obtains ratification from states bearing 270 electoral votes, will allow those states to act as a voting block based on the popular vote only.  This bill will have the effect of disenfranchising millions of Michigan voters, because it will prioritize the wishes of voters in more highly populated states.  The purpose of the electoral college was to provide a modicum of protection against such a scenario - a means of "leveling the playing field," if you will.  A major concern for opponents is that progressive-controlled states will, once the compact is effective, immediately move to legalize non-citizen voting 
Michigan Voting Rights Act ("MVRA")
 
 
This is a complex bill package (SB 401-403) which would essentially create a lawfare mechanism analogous to the National Voting Rights Act.  It would empower law firms and public interest non profit law firms to sue local governments on crackpot legal theories, alleging that various minorities' rights were being violated and that they were obstructed from having a fair chance to vote.  The remedies include monetary awards as well as over a dozen different potential tools, up to and including REDISTRICTING.   Not only this, but the cases can be left open - for YEARS, and the court can retain jurisdiction to harass the local governments to ensure compliance with what the court has determined as a necessary election reform to avoid prejudicing minorities.

HB 6068  "Radical Sex Education Revamp"

This bill dramatically overhauls the current sex education curriculum in 3,000 K-12 public schools. It will: 

  • Allow schools to distribute family planning drugs and devicesWITHOUT a provision for parental notice or consent.
  • Allow for sex education classes to teach children where and how to obtain an abortion. 
  • Removes all teaching that abstinence is a healthy lifestyle for non-married persons. 
  • Adds a NEW requirement to teach sexual orientation, gender expression, and various types of sexual relationships (WITH examples of each). 

Also CALL Rep. Matt Koleszar, Chair, House Education Committee, at 517-373-0854 and let them know that PARENTS, not politicians or school administrators, know their children best, and this radical overhaul is not needed or wanted!

 

HB 6091 Civil Rights Act Expansion that MUZZLES free speech and religious expression

  • Adds "harassment" as a qualifier, allowing guilt to be established based on "perception" rather than clearly defined standards. The bill targets so-called “harassment” based on sexual orientation, gender identity or expressions. This is a direct threat to our freedom of speech and conscience!
  • Violations of the law could include Christian school teachers and Homeschool parents teaching children about their Biblical identity and how they are created either male or female in the image of God. 
  • Public school parents who attend a school board meeting and speak publicly about concerns about a biological male on their daughters sports team and in her locker rooms could be prosecuted and fined!

House Bills 6077 & SB 1082 SILENCE Pregnancy Resource Centers and Restrict Women's Choices

  • Limits choices presented to a woman with an unplanned pregnancy, so abortion seems the only option.
  • Prevents ads for Pregnancy Resource Centers from being sent to women within 1,850 feet of any abortion clinic. This is very broad and will impact many facilities, especially in cities.
  • Undermines Pregnancy Resource Centers by suggesting they engage in “deceptive design” because they offer life-affirming options to women considering abortion.

House Bills 6034 and 6035 Library Bills that Protect Explicit Materials and Remove Local Control

  • Protects EXPLICIT material by giving more power to the Library District Executive Director and removing local elected representatives from making decisions in their communities.
  • Makes it almost IMPOSSIBLE for parents to challenge library books.

HBs 4156 & 4440 National Popular Vote

  • Seeks to bypass the Electoral College our founding fathers established by joining Michigan to the National Popular Vote interstate compact. This would mean that the electoral votes of Michiganders would no longer represent their own values but be assigned to whoever wins the most popular vote across the nation!
  • Our Founding Fathers in their profound wisdom created the Electoral College so that the major populated cities would not dictate every Presidential election—we don’t want to lose this precious right!

  • HBs 6077 & SB 1082  CTV supports Pregnancy Resource Centers as a valuable resource for women that should NOT be censored.

 

  • HB 6091 CTV supports your freedom of speech and religious expression, and for this reason opposes the change to the Civil Rights Act.

 

  • HB 6034-35 CTV believes in protecting children from explicit, perverse content in libraries.

 

  • HB 4156 & HB 4440  CTV supports the Electoral College and therefore opposes the National Popular Vote bill.
